Cooperation programme with Russia 2007-2010

The Norwegian Cooperation Programme in Higher Education and Research with Russia supports long-term collaboration in higher education and research between universities, university colleges and research institutes in Russia and Norway.

About the programme

The Cooperation Programme with Russia is administered by SIU and the Research Council of Norway on behalf of the Norwegian Ministry of Foreign Affairs (MFA). Decisions are made by a programme board appointed by SIU and the Research Council.

Ongoing projects

In 2006 the Programme Board received 61 qualified applications for support of which 15 projects were allocated funds for the period 2007-2010. Priority were given to projects that were relevant to the objectives of the Programme, had a value and interest of institutions and society both on Norwegian and Russian side and projects involving cooperation at the MA and PhD-level. Eight of the supported projects within the programme are mainly research projects and reports to the Research Council, while seven of them are education projects and reports to SIU. The High North Strategy

The prioritised areas of interest in the project selecting process have been in line with the Norwegian Government’s High North Strategy.

  1. Petroleum and energy
  2. Sustainable management of the maritime resources in the Barents Sea and Arctic Ocean
  3. Development of a broad business sector
  4. Enhancing the socio-economic and political conditions the people living in the High North region, including living conditions and gender issues
  5. Strengthening and facilitating the cooperation between the two countries, for example through language education

Cooperation with institutions in Northwest Russia, including St. Petersburg, has been given priority in the selection of projects, but institutions located elsewhere in Russia also participate.

Administration

The Norwegian Ministry of Foreign Affairs has provided the programme with a total allocation of NOK 48 millions for the present project period. Of these funds NOK 42, 6 millions are allocated to the 15 projects. NOK 5,4 millions are provided to cover administrative expenses and extraordinary measures authorised by the Programme Board.

The Programme Board also had the responsibility of administering and concluding the Cooperation Programme in Higher Education and Research between Norway and the Western Balkans (2006-2009).
