SIU, in cooperation with the University of Addis Ababa, organised the third of three regional conferences for the NUFU and NOMA Programmes in 2011-2012.

The title of the conference was:

African-Norwegian partnerships in academic capacity building at a crossroads – achievements, experiences and the way ahead.

Time: 17-18 January 2012

Main objectives for the conference were:

to present results, achievements and experiences from the NUFU and NOMA programmes/projects covering the period 2006-2011
to explore avenues for future collaboration in research and higher education
to contribute to the establishment of new networks across existing collaborative relations, in particular South-South collaboration.

Participants at the conference:

Invitations was sent to project coordinators of NUFU and NOMA-funded projects, institutional contact persons and leadership from NUFU and NOMA partner institutions, Norad, and national authorities in Norway and in the region. In addition, other universities and organisations in the region were represented. In total 102 people participated at the conference.

Background:

The year 2011 was the year following the completion of the first programme period of the NOMA Programme. 2011 and 2012 are also the final years of the NUFU Programme. Building on the same model of partnership for cooperation between institutions of higher education and research in Asia, Africa and Latin America and their Norwegian counterparts, the results from the projects in the two programmes have given important contributions to research, education, capacity building and institutional development. The conference explored the concrete achievements and experiences from the programmes while also looking at the way ahead after the completion of the programmes.

Similar conferences were organised for NUFU/NOMA/NUCOOP cooperation projects in Asia, Africa and other regions in September 2011 in Dhaka, and in November 2011 in Dar es Salaam.

16:00–17:00	Panel/plenary discussion The effects of academic capacity building – in institutions and the society This session will take the NUFU and NOMA programmes as a point of departure, but will focus on issues of academic capacity building in general: What are the indicators of success in the field of academic capacity building? What are the critical factors that have to be in place for achieving sustainable capacity development? What is the added value of international cooperation (North – South and South – South) in achieving academic capacity building –and what are the pitfalls? Will capacity development continue in the future, without external financial and academic support? In what way can academic institutions and international development cooperation support government strategies?

	The way ahead
09:00–10:00	Plenary presentation and discussion Regional cooperation in academic capacity building – added value or added challenges? Presentation of a NUFU/NOMA collaboration .The project coordinators will focus on the gains from working in a regional network project and how the experiences from different countries inform and enrich research and teaching. Challenges related to running a multilateral cooperation project will also be shared, and discussed.

13:00–14:30	Panel/plenary session: The way ahead for international partnerships – moving from individual capacity building to institutional development The final discussion at the conference will be on the future directions for international academic and institutional cooperation South – North as well as South – South – North. The panellists have different backgrounds and represent different stakeholders, and will from their diverse perspective focus on issues like: - The relationship between individual competence and institutional capacity - Strategies for achieving sustainable institutional development - Measures to enhance the quality of research and higher education - Actions by partner institutions to coordinate and harmonise external support
